The Newfoundland and Labrador Medical Care Plan (MCP) is a comprehensive plan of medical care insurance designed to cover the cost of physician services for bona fide residents of the province.
If you are applying for coverage with the Newfoundland Medical Care Plan (MCP) for the first time, you must complete the application form.
Coverage
Newfoundland and Labrador Medical Care Plan (MCP) pays for a wide range of services such as covering most hospital stays and visits to doctors; however, it does not pay for services that are not medically necessary such as cosmetic surgery.

Eligibility
All Medical Care Plan beneficiaries must be residents of the province. The Medical Care and Hospital Insurance Act defines a resident as a person: "who is lawfully entitled to be or to remain in Canada, makes his or her home in the province, and is ordinarily present in the province, but does not include a tourist, transient or visitor to the province".
Eligible applicants can be classed into four basic groups: Canadian Citizens, Permanent Residents, International Workers and International Post-Secondary Students. MCP requires documentation to prove eligibility under the Plan.
Application Process
To apply for coverage, complete an Application Form and mail, fax, or bring it to one of the Medical Care Plan (MCP) offices, along with the appropriate identification and citizenship/immigration documents (photocopies are acceptable). Application forms are available at hospitals and doctors' offices throughout the province, and of course, from Medical Care Plan (MCP).
Properly completed applications with all necessary supporting documents, are normally evaluated within two weeks. There are no direct premiums or charges for registration. If accepted for coverage, each person will receive a plastic Medical Care Plan (MCP) Card with a personal health identity number. This card should be presented whenever insured services are received.
Documentation
Applicants who are Canadian Citizens moving to Newfoundland and Labrador must provide one of the following documents:
- Social Insurance Card
- Valid Canadian Passport
- Government issued Birth Certificate. (Baptismal/Dedication Certificates are not acceptable)
- Federal Government document containing your name and social insurance number.
Applicants who are Non-Canadians must provide one of the following documents:
· Immigration document valid for at least one year (Example: Work Permit, Study Permit, Visitor Permit)
· Valid Passport
· Letter from University or Employer (issued since your arrival in Newfoundland and Labrador) verifying full-time enrolment or employment for at least one year, OR
· Permanent Resident Card (Copy of both the front and back of card is required).
Other documents may be requested by MCP at the time of registration in order to verify identity or eligibility.
Health Care Cards
If accepted for coverage, each person listed on the application will receive an MCP identity number and card. Keep the card with you at all times and present it each time you require medical services. A child’s card should be entrusted to an adult for safekeeping. Contact MCP if your card becomes lost, stolen, damaged, or destroyed. Card replacement forms are also available at doctors’ offices and hospitals throughout the province.
